Evaluating the Impact of the New National Education Policy on Student Learning Outcomes

Abstract

This paper critically examines the impact of India’s National Education Policy 2020 (NEP 2020) on student learning outcomes. The policy introduced sweeping reforms across school and higher education, emphasising foundational literacy and numeracy, multidisciplinary learning, flexible curricula, competency based assessment, and equity of access. Drawing on policy documents and emerging empirical studies, this paper analyses how the NEP’s provisions aim to improve learning outcomes, reviews early evidence of impact and implementation challenges, and offers recommendations to enhance translation of policy into outcomes. The findings suggest that while NEP 2020 sets a promising conceptual framework, significant hurdles in governance, teacher capacity, infrastructure and measurement remain; only through robust monitoring, targeted interventions and sustained capacity building can the policy’s potential be realised.
